So, when it is mostly used? Mostly, to give evasion. Other commonly used for this purpose words are maybe and probably. Why? Probably (yes, probably) because Swedes do not like conflict and therefore are not willing to refuse openly. So, if you hear maybe from Swede as an answer to your proposition in most cases it is good to treat it as a "no".
